Abstract
Abstract: It is necessary to study the long-term and dynamic relationships between highway maintenance efficiency and stakeholders, thus helping decision-making on the policies and maintenance plans around the highway maintenance issue. Based on analyzing dynamics and complexities of highway maintenance system, the system dynamics model for the highway maintenance simulation system was established. This study was aimed at simulating and evaluating the long-term dynamic relationships of the interactions among the highway pavement performance, operator's maintenance plans, users' satisfaction and administration department's budget allocation scheme for a long time period. The effectiveness and application of the proposed model were demonstrated through a case simulation and analysis of highway maintenance management.
