Abstract
Abstract: There are long-term dynamic and interactive relationships among highway pavement performance, user satisfaction, maintenance costs and profits, government satisfaction and related decisions in the life cycle pavement maintenance. Based on analyses of dynamic impacts and complexity of stakeholders’ behaviors around the highway pavement maintenance, a system dynamics (SD) model of the concession period performance for the highway public-private-partnership (PPP) project is established. Based on simulation experimental analysis of an example, validation and application of the proposed SD model are illustrated. Through sensitivity analysis, the influences of different stakeholders such as government, private investors, and users on the concession period performance of the highway PPP project are investigated. The study is aimed to provide a systematic approach to help the government and private investors to determine reasonable concession period and relevant scheme.
